Porsche made a big splash here at the Paris Motor Show with the debut of the Panamera Sport Turismo Hybrid concept. First off, it was unexpected. Secondly, it is gorgeous. Seriously, it's beautiful.

And third, it has some pretty awesome tech under the hood. This is how it works.

Taking a cue from the uber-sexy Porsche 918 Spyder, the Panamera Sport Turismo is a plug-in hybrid, much like the Chevy Volt or the Toyota Prius Plug-In. But, being Porsches, they're far from boring. Or cheap.

Porsche is now giving their plug-in hybrids the designation "e-hybrid." The intention is for the Panamera Sport Turismo to achieve 30 km, which is about 18 miles, on electric power alone. It should also be able to reach 130 km/h, or about 80 MPH, on electric power alone.

The Sport Turismo Concept is a parallel hybrid, which means that the wheels can be driven by the electric motors, the gas engine, or both at the same time. When working together, the car produces 416 horsepower, enough to make it accelerate to 60 in under six seconds.

It always defaults to electric mode, which Porsche calls e-power. That's how they get such great efficiency, with a claimed 67 MPG on the European Cycle. When needed, the engine will drive the wheels or charge the battery... or both.

Porsche also has a quick charger, which apparently can charge the battery in 2.5 hours, depending on the infrastructure. That is mega fast.

Now, I couldn't get Porsche to confirm that the car was coming, but Martin Winterkorn, the head of the VW Group, did say something interesting this week that leads me to believe it's imminent.

The VW Group believes that plug-in hybrids are the future of cars, and especially those from Porsche. There will be the 918 Spyder hybrid, but he also said there will be plug-in versions of the Panamera and the Cayenne on the way as well.

Porsche rarely makes a concept car just to make a concept car. They have a frighteningly awesome record
of turning them into production cars. The Boxster, Carrera GT, and the 918 Spyder all started off as concepts that made it to production relatively unchanged.

I'm willing to bet that this is the next Panamera gussied up a little for the show circuit. It took a minute, but Porsche may have finally gotten the design right for a four door.

Tanzania risks losing about Sh320 billion in mining taxes because of weak legal checks, particularly when it comes to uranium.Local mining experts said yesterday that the country must go back to the drawing board and put in place a watertight policy and regulations before it allows uranium mining.Earnings from the mineral are believed to have the potential to turn around the lives of thousands of poor Tanzanians. The chief concern right now, though, is that some subsidiaries of multinational firms licensed to explore uranium in Tanzania are capitalising on a weak legal and institutional framework to transfer ownership to affiliated companies. In the process, there are missed opportunities to collect revenue. According to a renowned environmental lawyer, Dr Rugemeleza Nshala, the government could lose up to Sh320 billion in unpaid capital gain tax by the ARMZ holding company, which holds a prospecting licence for the Mkunju River uranium project. Speaking at a breakfast meeting organised by the Policy Forum, he cited the example of Mantra Resources—which reportedly changed hands in a span of three years from two connected companies, ARMZ of Russia and Uranium One. “In short, the transfer of Mantra Resources Limited to ARMZ enables its former shareholders to pocket $1.04billion without paying capital gains to the Tanzanian government,” said Mr Nshala. ARMZ of Russia owns 79.49 per cent of Mantra Resources. According to the expert, under section 36 (1) of the Income Tax Act, Mantra Resources Limited of Australia was supposed to have paid capital gains tax to Tanzania. The Tanzania Revenue Authority issued a series of demand notices to ARMZ seeking $200 million in capital gains tax and stamp duty, Dr Nshala said. ARMZ has disputed the tax demand and currently has a case pending at the Tax Revenue Appeal Board (TRAB). According to Dr Nshala, after complete sale of the Mantra Resources uranium to its affiliated companies—ARMZ and Uranium One—the company will earn about $250 million annually but will pay just $5 million in taxes, royalties, fees and workers’ Pay as You Earn. “This is a very miniscule amount that cannot warrant exploitation of such environmentally harmful minerals,” said Dr Nshala. But the minister for Energy and Minerals, Prof  Sospeter Muhongo, said his ministry was aware of the concerns but steps have been taken to ensure the country does not lose out on uranium extraction. He added: “I know that so many experts claiming to be competent in the area of uranium and gas will be emerging everyday at this time. I think some of them are just there to create confusion in this sensitive area.” Declining to comment further, he said: “I find it difficult to comment on second hand information. You can bring your source with you and address your concerns.” In the meantime, Dr Nshala insists that Tanzania stands to gain nothing from the eventual purchase of Mantra Resource Limited by Uranium One from ARMZ in June next year since the two companies are affiliated. This arises from a loophole in the Mining Act 2010, which legally keeps the commissioner for minerals and the minister out of any transaction involving transfer of ownership or price between affiliated companies. “In June 2013, Uranium One will not need to seek and obtain consent from the Commissioner for Minerals or the minister because it is a company that is directly controlled by ARMZ,” said Dr Nshala.  “The principle is that the country with minerals has to receive a large share from mining activities, otherwise it should not allow the activities to take place,” pointed  out Dr Nshala. The director of nuclear technology at the Tanzania Atomic Energy Commission, Dr Mwijarubi Nyaruba, said the country has a strong legal framework to manage uranium mining, citing the Mining Act of 2010 and Atomic Energy Act of 2003, but acknowledged that more needed to be done. “The country has yet to set mechanisms to enforce them effectively and clear some of the overriding issues between the two Acts,” said Dr Nyaruba. Tanzania will have to work on issues such as how to control dusts, monitor people and ensure self-storage of the processed uranium. It will also have to work on proper waste management and record keeping for future use. Dr Nyaruba is concerned that some stakeholders have been left out and that no clear roles have been assigned to stakeholders. Tanzania needs clear standards and procedures to be taken in the implementation of the uranium mining and also establish accredited laboratories, he added.

Real Madrid midfielder Sami Khedira believes that he is still a key part of Jose Mourinho's squad despite the summer signing of Michael Essien.

 The Germany international has not been a first-team regular in the Spanish capital since the arrival of Essien from Chelsea, but he still feels he has much to offer to the reigning Liga champions.

"The coach does not have a bad opinion of me, it is still clear that I remain a part of the staff of this team. I want to show that he can continue to count on me," Khedira told AS.

The 25-year-old has had to contend with stiff competition in the midfield ever since his move to the Santiago Bernabeu in 2010, and he does not see this season as any different to the previous two he has been involved with at the club.

"We've always had four or five defensive midfielders in recent years," Khedira said. "This season we Xabi Alonso, Essien and me."

Mourinho's team has struggled for consistency this season, and Khedira believes the eight-point gap Barcelona currently holds at the top of the league will be difficult to claw back. The two meet in the first Clasico of the league season next weekend.

"Lifting the Supercopa against Barcelona was a good sign, but the league is a different competition and we have been left behind," Khedira said.

echnically, the McLaren P1 unveiled at the Paris Motor Show Thursday is just a tease of a tease. It's billed as a design prototype, the final version of which won't be seen for several months. And McLaren held back many key details about the car, such as how much power it has to offer, vowing to reveal that early next year. What we did learn was that McLaren has put its typical obsessive compulsion of racecar engineering toward building a street car that can race any other at Le Mans and win.

As the preview pictures suggested, the P1 was designed as a spiritual successor to the McLaren F1 supercar of the '90s, down to the "snorkel" in the roof that helps cool the engine. It's part of a concerto of scoops, strakes and vents styled by the same engineers who handle aerodynamics for the McLaren Formula 1 team.

The result isn't just about making the car go fast, but keeping it on the track; thanks to a massive rear wing and two flaps that pop from the body, the car can generate an extra 1,322 lbs. of downforce at racing speeds -- which McLaren managing director Antony Sheriff compared to having a young elephant sit on the car.

Everything about the car's exterior is meant to shuttle air around it at speed, and McLaren says its spared no expense in the P1's construction; it's made mostly of carbon fiber, but there are more exotic materials mixed in, like the heat shield for the exhaust that's coated in gold leaf. To help stop the car, the wing can pivot down and act like an air brake -- not that the car will need them if it keeps the brake calipers large enough to fit across the tires of some small cars.

McLaren says the rest of the details about the P1 will arrive at the Geneva Auto Show, with production beginning late next year as a commemoration of McLaren's 50th anniversary.

5 cars you won't see anymore in 2013

  Discontinuing a car line isn't like closing a Broadway show or cancelling a television series. In addition to hundreds of millions of dollars in sunk cost, a lot of marginal profit is being sacrificed -- the profitability of a car line can actually increase as it ages because the development costs have been amortized.

But at some point, a mercy killing for the weak is required. Sales have fallen too low, another model has come along to replace it in the product lineup, or the car has simply become an embarrassment.

At least two of the three were the reasoning behind Daimler's decision to stop making all five Maybach models in June, six months ahead of schedule. Often compared to an airport executive lounge on wheels, the car never found an audience among either the established or nouveau rich. Its sales had sunk to a pitiable level. Through July, only seven Maybachs had found buyers this year vs. 224 for Rolls-Royce, according to numbers compiled by Automotive News.

Here are some other models that will be breathing their last at one point or another in 2013:


Chevrolet Avalanche

GM is getting ready to launch a new platform for its full-size pickups and decided not to make a reengineered Avalanche one of the spin-off models. Sales of the once-popular truck/SUV combo have been slipping for six years in the face of higher fuel prices and the greater availability of crew-cab trucks. In past years, GM might have kept the old vehicle in production as a "classic" -- its owners are exceptionally devoted -- but that doesn't appear to be in the cards this time.


Dodge Caravan/Chrysler Town & Country

Chrysler is starting the 2013 model year with two minivan brands, but it will likely end the year with just one. Badge engineering is a no-no for CEO Sergio Marchionne, who says customers are smart enough not to be fooled by minor cosmetic differences. It remains to be seen whether the Caravan or Town & Country gets the ax.




Mazda CX-7

A crossover unlike most others, the CX-7 was an outlier in the segment with its minivan-like interior packaged in an aerodynamic shell. It makes way for the smaller CX-5, which is already winning kudos for its efficient use of space and unusually sprightly handling.




Mitsubishi Eclipse

The Eclipse has struggled through the 2012 model year -- only 601 have found buyers since January -- and it will not make it to the starting blocks for 2013. The last one was built in August 2011. Those with long memories will recall that the Eclipse was introduced in 1990 as triplets. Two versions were marketed by Chrysler divisions now defunct: the Plymouth Laser and Eagle Talon. Now a senior citizen by sporty car standards, the Eclipse outlived both of them.


Lexus HS 250h

Toyota stopped building this hybrid in January, though it waited until May to confirm that production was ending. Customers clearly objected to paying a $10,000 premium for what they viewed as an upgraded Prius, and only four HS's were sold in July. Its demise was hastened by the looming arrival of another Lexus hybrid, the ES 300h, which gets to dealers in August.
